Shiba park is located around Zojoji temple where six of the 15 Tokugawa shoguns were buried and offers a great view of Tokyo Tower. I also was surprised to see nothing at the place shown by TokyoCheapo and by the event’s official website. I walked around Zojoji and finally found the festival at 35.66012, 139.7474
