This 150-meter government building offers a great view of Tokyo from Korakuen. Head up to the 25th floor (105m) to check out the free observatory. The panoramic view includes the skyscrapers of Shinjuku, as well as Tokyo Tower and Tokyo Skytree. Sometimes, on clear days, you can even see Mount Fuji.
The cityscape is best viewed at dusk, but the Bunkyo Civic Center building closes at 20:30, so make sure to time things carefully—especially in summer (when the sun goes down late).
